PHO Establishment Board Set Up
An Establishment Board has been set up to develop an organisation or structure that will ensure the best primary health environment for South Canterbury.
At a SCDHB meeting on August 28, health board members voted unanimously to issue an exit notice to Aoraki PHO and set up a new establishment board with the job of creating “an appropriate primary health environment in South Canterbury”.
SCDHB chief executive Chris Fleming today named the members of the new establishment board. They will be:
• Chairman Tony Shaw, from Timpany Walton Lawyers in Timaru
• Professor Murray Tilyard, a former GP and now Professor of General Practice
• Dr Bruce Small, Timaru GP
• Paul Townend, Waimate Pharmacist
• Sam Powell, Director of Nursing, Midwifery and Allied Health at SCDHB
Also appointed is Establishment Board manager Michael O’Dea. He has 20 years experience in healthcare management, more recently in primary health care in the South Island. He says the establishment board hopes to hold its first meeting in early November.
Commenting on the new establishment board, SCDHB Chief Executive Chris Fleming says the appointments have been made after careful deliberation and also after talking to a number of stakeholders, including members of Aoraki PHO.
“There is no predetermined result for the Establishment Board. SCDHB has laid out the challenge but is looking for the Establishment Board to take a fresh, visionary approach to answering the challenge. The next few months are going to be crucial in influencing the shape of primary health care in South Canterbury, and the Establishment Board will need to engage with a wide range of stakeholders to ensure the solutions are well considered and supported,” says Chris Fleming. “The future holds many positive changes that will ultimately provide better health care to patients and the wider community.”
Aoraki PHO has been issued an exit notice effective from April 30, next year. Until that date all contracts will remain in place. It is expected that a new organisation created by the establishment board will take over from Aoraki PHO on May 1, 2010.
The Establishment Board and the Establishment Board Manager roles have a limited timeframe. They will exist until April 30, 2010, after which the long term governance and management structure created by the Establishment Board will assume responsibility for primary healthcare in South Canterbury.
(The DHB is also creating a new role of Primary Care Advisor to the DHB. Discussions are being finalised with a candidate to fill this role.)
